2013年3月20日，我院对口援建五峰县湾潭中心卫生院建立中西医结合肝病科启动仪式在湾潭卫生院举行。五峰县卫生局赵长胥局长主持了启动仪式，湾潭镇谭敦峰镇长致欢迎辞，湾潭卫生院余美菊院长介绍了卫生院基本情况及建立中西医结合肝病科规划。我院殷继东副院长代表医院表示，一定要把此次援建工作做好，真正为卫生院培养一支带不走的人才队伍，使得卫生院中西医结合肝病科成为五峰县一道亮丽的风景线。参加启动仪式的还有五峰县卫生局、湾潭镇相关领导及我院科教科韩晓群科长、侯干曾、李传龙、肖永久、熊家德四位第一批援建专家。
湾潭镇地处五峰土家族自治县西南边陲，位于湘鄂两省的五峰、鹤峰、石门三县交界处，交通不便。卫生院条件较为简陋，虽设立了内儿科、外科、妇产科、理疗科、中医科、皮肤科、口腔科、麻醉科等临床科室和检验科、放射科、Ｂ超、心电图四个医技科室，但整体医疗技术水平很低，特别是在肝病诊疗方面缺乏专业技术人才，不能满足当地群众需求。
授人以鱼不如授人以渔。只有切实提高卫生院的技术水平，留下带不走的人才队伍，才是对口援建的最终目的。此次援建，我院将专门派出在肝病诊疗方面具有丰富经验的专家19名，轮流到湾潭卫生院进行为期三个月的技术指导工作。
专家中，有武汉市名老中医，有在肝病届德高望重的老专家，有院领导，有科室主任，有重点专科学科带头人，有年轻的博士、硕士，他们将通过门诊坐诊、教学查房、开展学术讲座等，面对面指导卫生院医生，从科室设置、人员配置、制度及流程规范、诊疗技术等方面进行指导，帮助湾潭卫生院完成中西医结合肝病科的建立。
启动仪式结束后，专家现场对当地群众进行了大型义诊，共诊治患病群众近100人。
